This really speaks my mind. I think rather than scolding Trump, we might need to know why the Congress is taking the decision. What if the funding are actually being "captured somewhere along the way"? That might truly be the fear.

I have been on a thought of helping my local community. Amongst many other challenges, the major challenge is daily increase in cost of food. I realized this is due to cost of transporting the food to the communities. So, I thought we might have to start learning hydroponics so as to be able to produce some of our food locally, and save on transport cost. What do you guys think? Do you have any other advice or alternative I might want to explore?
